| The Consultative Assembly of the Council of Europe: important but symbolic. |
On May 7 1949 the Treaty of London gave birth to the Council of Europe and so to the Consultative Assembly of the Council of Europe. It was the first parliament of the History of Europe: never before european peoples meet in a parliament and therefore here is a reason that explains the lack of contact, ignorance, isolation and war along the centuries in Europe. This must to be changed and so Consultative Assembly of the Council of Europe was formed by elected members from Parliamentary Assemblies of every member or associate state. The duty of the first parliament of european history was making recommendations to the Council of Ministers and solving issues presented by it. So Consultative Assembly of the Council of Europe was the first parliament of the history of Europe but it was absolutely subordinated to the Council of Ministers being merely symbolic.
